Calls are not being blocked.

Open Settings › Apps › Phone › Call Blocking & Identification and make sure StateBlock is switched on. Then open the app and tap Apply to Phone. If the switch is missing, restart the phone once.

iOS can store about 94 million blocked numbers, roughly 11 area codes. Remove a state or choose toll-free plus smaller states. The capacity bar shows how much room is left.

Can I block a single number?

Yes. Tap the hand icon, enter the number, then Apply to Phone.
